According
to the United States Drug Enforcement
Administration, heroin is widely available
in Rhode Island and can be purchased in
nearly every town and city. Heroin seized in
Rhode Island ranges from 34% - 49% pure,
depending on the quantity. Most of the
heroin in Rhode Island is Colombian heroin,
however in 2007 the Providence Resident
Office seized black tar heroin for the first
time. Dominican, Colombian, and Puerto Rican
traffickers continue to dominate the heroin
trafficking market in Rhode Island. The
Dominican traffickers network the most among
the various ethnic groups and they control
the street level distribution of heroin.
Heroin is typically transported by courier
to Providence via airplane, train, and
automobile for distribution. Heroin is sold
at the retail level in bags, bundles,
browns, and bricks. The Providence RO has
seen heroin being packaged in cut off
plastic bags containing 10 doses of heroin
instead of folded glassine packets. Heroin
organizations have utilized this form of
packaging in the past. Traffickers are
packaging heroin this way because it is
easier to conceal and if they are
apprehended they are less likely to be
charged with possession with intent to
distribute. Kilogram quantities of heroin
are available in Rhode Island.
The National Drug Intelligence Center also
notes that heroin is a significant drug
threat to Rhode Island. South American
heroin is readily available throughout the
state. Southeast Asian heroin also is
available, although to a lesser extent.
Heroin abuse levels are high, and the
availability of low cost, high purity South
American heroin continues to attract a new,
younger abuser population that snorts or
smokes the drug, rather than injects it.
Dominican criminal groups are the primary
transporters of heroin into Rhode Island.
They transport the drug from New York City
using private vehicles, often equipped with
false compartments, as well as rental
vehicles. Dominican criminal groups also are
the primary wholesale and retail
distributors of heroin in Rhode Island.
Colombian criminal groups, among others,
distribute wholesale quantities of heroin as
well. Other retail distributors include
African American and Hispanic criminal
groups and gangs and various local
independent dealers. Heroin primarily is
distributed in parking lots from private
vehicles, although it also is frequently
distributed from residences, at local
housing projects, at local malls and
shopping plazas, and on street corners.
The percentage of young people reporting
heroin abuse in Rhode Island is comparable
to the national percentage. State data
indicate that heroin abuse frequently is
cited in drug deaths in Rhode Island.
Injection is the primary method of heroin
administration in Rhode Island, although
many novice abusers snort or smoke the drug.
A growing number of novice users--generally
teenagers and young adults--choose to snort
or smoke heroin because they wish to avoid
contracting needle-borne diseases such as
AIDS (acquired immunodeficiency syndrome)
and hepatitis, according to the Rhode Island
Department of Mental Health, Retardation,
and Hospitals. Many of these abusers
mistakenly believe that these methods of
administration will not lead to addiction.
However, treatment officials report that
most novice abusers become addicted to
heroin within 6 months of initial use, and
as tolerance levels increase, these abusers
begin injecting heroin to achieve a more
intense high.
In Rhode Island, there are many attempts being
made to meet the needs of drug addicts, but
statistics show success rates to be dismally
low. What is needed and wanted is a drug
treatment which not only handles physical
addiction, but finds the
underlying reasons
why a person turns to drugs in order to free
the person forever. What Rhode Island addicts,
alcoholics and their family, friends and
loved ones need is a real and effective drug
rehab treatment center. One where they are
not on a time schedule or use other drugs to
get the addict off the original drugs. The
addict needs a
reliable proven
rehab program where
when they are done, their drug addiction is
a thing of the past and they are now able to
live full productive lives free of the
stronghold of drugs or alcohol. |

The Damage to Society
The
National Center on Addiction and
Substance Abuse (CASA*) at Columbia
University shows in a recent report
that state governments spend, on
average, over 15 percent of their
entire budgets on substance abuse
and addiction and its consequences.
Unfortunately, for every dollar
states spend on this problem, 94
cents goes to handle the
consequences in public programs such
as health care, criminal justice,
education, child welfare and mental
health -- and only about 2 pennies
go to prevention, treatment and
research programs to reduce this
burden. This upside-down public
policy wastes billions in taxpayer
dollars at a time when resources are

Should a chronic drug or alcohol abuser
attend a treatment program close to home?
Drug
and alcohol addiction typically involves
habitual routines in the environmental scope
of the individual, i.e. the locations of
their drug or alcohol use, the people they
associated with in the activities of drug or
alcohol use, etc. Drug or alcohol addiction
is not just drug and alcohol use, it
revolves around people and things in their
immediate environment which help to trigger
the addictive behavior. The abusers location

been covered above, a more basic factor is
this: people are creatures of habit. Even
overwhelmingly positive and beneficial
changes in life, such as the birth of a
child or a new job do not guarantee the
individual will have no thoughts of missing
past negative activities such as, drug or
alcohol use, drug or drinking acquaintances
and other associated activities. Factually
this is the normal reactive auto response of
most human beings; to do what they are
familiar with; good or bad. It is not really
that they yearn for these things, it is just
all that they have known for some time. If
the abuser is close to home when
overwhelming feelings manifest themselves,
there is a good chance he or she will leave
and get back to what they know, drug
addiction, as it is not very far away . Due
to these factors, attending a drug rehab
close to home is seldom the correct
treatment option for chronic drug or alcohol
abusers. It is extremely therapeutic to be
distanced from their former association with
drug dealers, bars, the cabinet where the
alcohol was kept, the cigar box where the
cocaine was stored, etc. All these triggers
make the task of sobriety seem
insurmountable to the chronic drug or
alcohol abuser as these triggers
continuously stimulate a reminder of their
past addictive behaviors.
For individuals with a severe drug or
alcohol addiction problem, choosing a
long-term inpatient treatment program is
another key to a successful outcome.
By providing a new, safe trigger-free
environment, distanced from past negative
associations and surroundings for an
extended period of time, the chance for
success increases dramatically.
