to the United States Drug Enforcement
Administration, heroin use in Tennessee is
limited to a very small number of long-time
users. The heroin trafficking situation has
been very stable in the state for the past
six years, though an increase in heroin
availability and highway interdiction was
reported recently; however, no great change
in the demand for the drug is indicated by
other factors in Tennessee. Texas, Georgia,
and New York are the main sources of Mexican
Black Tar, Mexican brown, and Southwest
Asian heroin in Tennessee.
The National Drug Intelligence Center also
notes that heroin is the least significant
illicit drug threat to Tennessee. The
availability, abuse, and violence associated
with heroin are limited and concentrated
primarily in Memphis and, to a lesser
extent, in Chattanooga and Knoxville.
Mexican brown powdered heroin is available
in small quantities primarily in Memphis,
Chattanooga, and Knoxville. Mexican black
tar heroin is available less frequently.
South American heroin rarely is available.
Most of the heroin seized in the state is
destined for other markets. Wholesale
distribution of heroin is rare. Mexican
criminal groups, African American street
gangs, and local independent African
American dealers all based in Tennessee are
the primary transporters and retail
distributors of heroin.
Heroin-related violence is minimal in
Tennessee. Gangster Disciples and Vice Lords
distribute limited quantities of heroin,
among other drugs, although gang violence
associated with heroin distribution is
limited, according to local police
department officials.
In Tennessee, there are many attempts being
made to meet the needs of drug addicts, but
statistics show success rates to be dismally
low. What is needed and wanted is a drug
treatment which not only handles physical
addiction, but finds the
underlying reasons
why a person turns to drugs in order to free
