According
to the United States Drug Enforcement
Administration, the Milwaukee County Medical
Examiner's Office records show that heroin
abuse has stabilized in Wisconsin over the
past few years. Most heroin use is
concentrated in the Milwaukee and Racine
areas. Rising levels of purity give users
the option of snorting the drug rather than
injecting, an option that may appeal to
younger users. West African traffickers are
the sources of Southwest Asian heroin
available in Milwaukee, while South American
heroin is distributed primarily by Dominican
traffickers. The availability of brown
heroin remains low, and black tar heroin is
rare in Milwaukee.
The National Drug Intelligence Center also
notes that heroin abuse is increasing in
Wisconsin. The Wisconsin Department of
Justice predicts that heroin will become
more prevalent and its availability may
expand to new areas throughout the state.
Most heroin abuse is concentrated in the
Milwaukee and Racine areas; however, in a
2000 DNE report, 15 percent of Wisconsin
counties reported heroin as an increasing
problem.
Heroin purity levels, some measured as high
as 95 percent, are higher than ever before.
Higher purity heroin gives users the option
of effectively snorting or smoking the drug
rather than injecting--an option that
enhances the appeal to younger users and
those who previously may have been hesitant
to use the drug.
Most federal, state, and local law
enforcement agencies in Wisconsin cite the
violent crime associated with gang-related
drug trafficking activity as the most
serious criminal threat to the state. Gangs
are the primary street-level distributors of
heroin and other drugs in Wisconsin. Gang
migration from Milwaukee to other areas of
the state has increased the availability of
drugs and consequently the associated
violent criminal activity in these areas.
There are no indications of significant
increases in crime or violence related
directly to heroin use in Wisconsin.
Nonetheless, the highly addictive nature of
heroin forces many users to resort to crime
to obtain the drug. Heroin users often
commit theft and burglary and occasionally
engage in prostitution in order to feed

this is the normal reactive auto response of
most human beings; to do what they are
familiar with; good or bad. It is not really
that they yearn for these things, it is just
all that they have known for some time. If
the abuser is close to home when
overwhelming feelings manifest themselves,
there is a good chance he or she will leave
and get back to what they know, drug
addiction, as it is not very far away . Due
to these factors, attending a drug rehab
close to home is seldom the correct
treatment option for chronic drug or alcohol
abusers. It is extremely therapeutic to be
distanced from their former association with
drug dealers, bars, the cabinet where the
alcohol was kept, the cigar box where the
cocaine was stored, etc. All these triggers
make the task of sobriety seem
insurmountable to the chronic drug or
alcohol abuser as these triggers
continuously stimulate a reminder of their
past addictive behaviors.
